Chapter 7 - THE GILDED TRIBUNAL

The subterranean boardroom beneath the Chicago Cultural Center was an artifact of another century. Surrounded by hand-carved mahogany panels, Tiffany glass domes, and heavy velvet draperies, the Commission had governed the midwestern underworld for over ninety years.

Around the oval table sat six men—the ruthless leaders of the Detroit, Cleveland, and Milwaukee families, flanked by Antonio Castiglione, whose eyes burned with rabid, unhinged fury over the death of his firstborn son.

"Where is Moretti?" Antonio slammed his fist onto the table, the sound reverberating through the ornate room. "He kills my boy in cold blood over a common whore, and he sends an empty chair to answer for it? I want his blood! I want his territory divided among the families tonight!"

The heavy oak double doors opened.

It was not Vincent Moretti who entered, flanked by bodyguards. It was Charles Whitmore, walking with a silver-tipped cane, followed by Julian Vance, who carried a slim leather briefcase. The two men wore immaculate, understated business suits that made the mob bosses look like crude street thugs playing dress-up.

"Who the hell let this civilian in here?" the boss of Detroit demanded, reaching inside his jacket.

"Touch that weapon, Salvatore," Charles said without raising his voice, "and the IRS will freeze your offshore holdings in Grand Cayman before your hand clears your lapel."

The entire room went dead silent.

Charles walked to the head of the table—to Vincent Moretti's empty seat—and sat down with unhurried grace. Julian opened the briefcase, placing six distinct, leather-bound dossiers before each family head.

"Vincent Moretti is indisposed, recovering from a cowardly home invasion orchestrated by Antonio Castiglione against my private residence," Charles announced, looking around the table with piercing eyes. "As of two hours ago, I hold full legal, financial, and executive power of attorney over Moretti Holdings and all affiliated interests."

Antonio leapt to his feet, drawing a silver pistol. "This is a joke! We don't negotiate with old men in suits! We take what is ours by blood!"

"Sit down, Antonio," Charles commanded, his tone hardening into diamond. "In front of you is a forensic breakdown of every dollar your family has laundered through the municipal water authority over the last five years. More importantly, it outlines how you funneled two million dollars from the Commission's shared pension fund to pay for your son’s personal cocaine debts in Miami."

The other bosses immediately turned their gazes upon Antonio, their expressions turning lethal.

"You stole from the shared pool, Antonio?" the boss of Milwaukee hissed, his hand dropping to his sidearm.

"It's a lie!" Antonio spat, sweating profusely. "He forged it!"

"The wire transfer routing numbers are signed with your private biometric key, Antonio," Julian Vance interjected smoothly. "And as of twenty minutes ago, Whitmore Capital has purchased the outstanding debt on every shipping warehouse you operate out of the Indiana ports. You are bankrupt. You are politically compromised. And you broke the sacred rule of this table by targeting an innocent woman carrying an unborn child."

Charles leaned forward, his hands resting on his cane. "The Moretti family will not pay a single cent in restitution for Leo Castiglione’s death. Leo died committing an unauthorized act of piracy on Whitmore land. If the Commission agrees to ratify Vincent Moretti's sovereignty and banish Antonio Castiglione from the city forever, I will personally refinance the union pension funds at a zero-percent interest rate for the next twenty years."

The bosses looked at each other. Honor in this world was cheap; billions of dollars in secured liquidity was absolute.

The boss of Detroit closed his dossier and looked at Antonio with cold disgust. "Put your gun away, Antonio. Pack your bags and get out of Chicago by sunrise. If you’re still here when the streetlights turn on, we’ll collect your head ourselves."

Antonio Castiglione looked around the room, realizing in a terrifying flash that he had been completely outplayed without a single shot being fired. He turned and fled the room like a whipped cur.

Charles stood up, smoothing his tie. "Gentlemen, it has been an absolute pleasure doing business with you. My niece requires my presence. Good evening."

As Charles and Julian walked back out into the cool night air, Julian exhaled a long breath. "That was a masterclass, sir. But Antonio won't leave the city quietly. A man with nothing left to lose is the most dangerous kind."

"I am well aware," Charles said, checking his pocket watch. "Which is why we are moving Emily to the private estate in Aspen immediately. Vincent’s recovery will take weeks. Until Antonio is neutralized, no one is safe."
